Large public water systems across the United States began intensive monitoring under the federal Information Collection Rule (ICR) in July, 1997. The rule is designed to provide EPA with a strong base of occurrence and treatment information for use in developing new regulations to control disinfection byproducts and microorganisms in drinking water. With four months of sampling completed, and the first ICR Utility database submittal due to the EPA in November, 1997, it is time for water systems to reflect on the experience, possibly make improvements for the next fourteen months and examine the usefulness of the ICR data for other efforts. This paper presents the implementation procedures and management strategies for the new ICR for the City of Phoenix, Arizona. The changes made to these procedures since implementation of the ICR and a discussion of how data generated under the ICR can benefit a utility for other water quality and regulatory programs is also addressed.
