The purpose of this study was to test a new concept of trying to control chemical oxidation/reduction environments within a biologically active filter by maintaining: a continuously regenerated oxide-coated surface for trace soluble manganese control in the upper layers of the filters; and, biological activity for assimilable organic carbon (AOC) control in the lower layer of the filters. The impact(s) of chlorine addition on filtered water manganese and AOC levels was determined on pilot-scale and verified on full-scale. The top 6 inches of filter media in each pilot filter was pre-coated with manganese oxide prior to testing. One filter received, on average, 0.3 mg/L as Cl2, and the second filter, 1.4 mg/L as Cl2. The third filter received no chlorine. Total and dissolved manganese, residual chlorine and turbidity were routinely measured throughout the media depth and in the filter effluents. HPCs and AOCs were also measured in the pilot-scale filter effluents. Full-scale implementation of chlorine addition occurred at the East Plant and total and dissolved manganese concentrations were monitored for each of the eight full-scale filters. Results of the pilot-scale tests are discussed.
