The 1996 amendments to the Safe Drinking Water Act require that the US Environmental Protection Agency promulgate a regulation governing the recycle of spent-filter backwash water by August 2000. Based on experience with large water utilities and the small amount of data currently available, recycling of spent-filter backwash water and other waste streams is considered an acceptable practice when effective treatment and flow control of the recycle stream are provided. This paper outlines the characteristics of spent-filter backwash water and other recycle streams. Topics covered include: recycled waste streams; composition of spent-filter backwash water and other recycle streams; potential impacts of waste stream recycling; potential water quality goals for treated recycle streams; equalization and control of recycle flow; treatment options: solids separation; alternative sedimentation processes; membrane filtration; level of disinfection and removal; and, filtration cycle description.
