The University Area Joint Authority (UAJA) serves the Borough of State College,
Penn State University, and the surrounding townships of College, Ferguson,
Harris, and Patton by providing high quality treatment of wastewater to the
Centre Region of Centre County, Pennsylvania. Wastewater flow at the UAJA Spring
Creek Pollution Control Facility is currently at 5.0 million gallons per day
(MGD). Based upon the amount of vacant land available for commercial and
residential development within the current UAJA sewer service area, flows could
reach as high as 9.0 MGD within twenty years. To adequately plan for the
predicted growth, the Centre Regional Planning Commission, in conjunction with
its consultant Herbert, Rowland & Grubic, Inc. published the Wastewater Treatment
and Disposal Alternatives Study for the Centre Region. The overriding goal of the
Study is to identify an alternative that provides an additional 3.0 MGD of
wastewater treatment capacity for the Centre Region, while protecting the high
quality of the area's water resources. The Study proposed twelve alternatives
that could adequately treat the expected increase in the region's wastewater
flow. Two additional alternatives were developed and added to the original twelve
based on discussions with the various municipalities, government agencies, and
concerned public groups of the Centre Region. This paper introduces the
recommended alternative: beneficial reuse. Includes table, figure.
