Massachusetts has recently developed interim guidelines dealing with the use of reclaimed water. These new guidelines, which drew heavily on the experiences of other states, were intended to provide a safe, affordable alternative to potable water for specific approved uses. The projects have been approved to date will result in a substantial water savings. However, the overall response has been mixed. While in general the use of reclaimed water has been viewed favorably, the total number of projects has been disappointing. There are several reasons for this, including lack of acknowledgement by some that water resources are limited, cost issues, and concerns about reclaimed water being safe. The interim guidelines will be reviewed in order to evaluate the effectiveness of the program and to recommend modifications so that reclaimed water will become a more viable alternative. In particular, the incorporation of additional approved uses, the reduction of unnecessary cost while still protecting public health, and the development of an aggressive public education program will be considered.
