In January 1999, City of Henderson (CoH), Clark County, Clark County Sanitation District (CCSD) and Las Vegas Valley Water District (LVVWD) agreed to work together to determine the viability of locating a water reclamation facility in the Southwestern part of the Las Vegas Valley. The use of recycled water for irrigation of large turf areas will help conserve the limited potable water supply. The first step was to conduct an engineering study to determine the feasibility of constructing a water reclamation facility. CoH in agreement with CCSD and LVWWD engaged Greeley and Hansen LLP to conduct a study to determine the feasibility of constructing a joint-use satellite water reclamation facility in a location that is compatible with CoH, CCSD and LVVWD requirements. The study area includes Southwest Henderson, including a proposed annexation area of approximately 8,000 acres and the adjoining area within Clark County. The proposed satellite water reclamation facility would be named the Southwest Water Resource Center (SWRC). The total project would include the SWRC and a Recycled Water Distribution System (RWDS) to deliver the treated wastewater. The planning period for the feasibility study was 2000 to 2020. The objectives of the feasibility study were to: establish the study area boundary; identify land development in the study area; identify potential recycled water customers and water demands; identify sources of recycled water supply and perform a recycled water balance; identify potential Southwest Water Resource Center (SWRC) sites; develop preliminary recycled water system alternatives; evaluate solids disposal; and, develop cost estimates for recycled water system alternatives.
