This paper begins with a description of the Charlottesville/Albemarle Community and discusses the history of water conservation in that community. It describes the drought situation that started as early as 1998, and by August 2002 reservoir capacity reached 70%, and water consumption was at 13 MGD. It was determined that if the reservoir capacity continued to decline at the same rate, with consumption at a level of 10 MGD, only 88 days of water would remain. A mandatory water use restriction program was enacted and the restrictions are listed. Also, a restrictive water rate was enforced. The paper describes a "doomsday" scenario that the local water authorities began planning, and the paper ends with a discussion of the economics of the drought.
