The traditional approach to source water protection has always emphasized the techniques of land ownership, regulatory authority, and regulatory control when trying to protect a water supply. However, a large number of water suppliers are in situations where they do not own the land around their water supply or do not have authority to control activities upon it. This is especially the case for water suppliers located along river systems where the challenges are numerous and complex. However, source water protection for these water supplies can be achievable and effective using different tools and techniques that have been used for years in other watershed protection efforts. This style of source water protection is considered a more modernized and practical approach that is more applicable to a greater number of utilities and is potentially less resource intensive when compared to traditional approaches. This paper discusses the four main principles of modernized source water protection that include: influence others to act on your behalf using technical and scientific information; utilize existing initiatives and frameworks when possible; find common goals with others to build stakeholder partnerships; and, leverage other sources of funding and resources to implement protection efforts.
