This paper analyzes the desision-making process of utilities implementing treatment modifications for compliance with the Disinfectants/Disinfection Byproducts (D/DBP) Rule. The major objective of this paper is to identify the driving forces behind each utility's decision, judge their relative importance in the decision-making process, and develop decision trees based on four initial case studies. In addition, the paper will also report the level of satisfaction of the utility and the decision-making team with the treatment modifications implemented. Includes 18 references, figures.
