The format and results of a number of water security exercises conducted by the
Pennsylvania AWWA Security Committee, US Army, and US Environmental Protection Agency from 2002-2005 are
described in this paper. The purpose of these exercises was to practice
collaborative problem solving with utilities, regulatory agencies, public health officials,
and other emergency responders. Lessons learned and practical recommendations are
provided. This paper and the referenced resources should be useful for water
utilities and others who are involved in emergency planning and the design of security
exercises. Includes 13 references.
