Fundamental distribution operations priorities have been identified, such as maintaining adequate fire flows, storage capacity, physical integrity of pipes and appurtenances, managing water age, maintaining aesthetic water quality, and regulatory compliance (i.e. disinfection byproducts, disinfectant residuals, microbial occurrence, and corrosion control). However, synthesizing this information along with numerous distribution system related research studies to develop a Partnership for Safe Water (PSW)-like distribution self-assessment optimization and improvement program built upon on widely useful, easily measurable criteria is both the objective and the challenge of the research project, AwwaRF 4109 "Criteria for Optimized Distribution Systems." The basis for the development of the self-evaluation criteria was input from various subject matter experts who provided input on key optimization criteria and metrics. The goal of the project is to develop critical performance optimization criteria and self-assessment guidance to help utilities identify and address factors limiting distribution system performance. Following a literature review, questionnaire and expert interviews, a total of 19 Topic Area Workgroups were formed, including 148 participants to address 22 topics. Workgroup participants included a variety of utility professionals working along with project expert advisors. Each workgroup was provided with the background materials (literature review, AWWA G200 and survey results) to help jump start their discussions. Each workgroup was charged to assess specific criteria that could be readily measured and evaluated within their distribution systems. Includes tables, figures.
