Study objectives were to: develop and/or validate necessary analytical methods for chlorate, perchlorate, bromate, bromide, and transition metal ions; elucidate mechanism of perchlorate formation; quantify kinetics and rate law; pH, temperature, ionic strength, concentration, catalytic effects; develop predictive model; develop control strategies to minimize perchlorate formation in hypochlorite solutions; simultaneous quantitation of other contaminants and effects on kinetics for bromide, transition metal ions, and bromate and chlorate; and, occurrence studies on quantifying the concentration in bulk, on-site generated (OSG), and calcium hypochlorite, and on the impacts on finished water quality for drinking water and water reuse facilities. Conclusions indicate that: detailed chemical rate law can be used to predict perchlorate concentration in bulk hypochlorite; no observable difference between OSG and bulk hypochlorite solutions (chlorate, perchlorate, and bromate) when high purity salts are used; and, chemical security regulation with potential U.S. Environmental Protection Agency regulatory determination may have unintended consequences for drinking water and water reuse systems.
