Summarizes the research team's efforts to identify and give guidance on best practices for commissioning and startup. Describes the process the team followed to identify 16 critical success factors (CSFs) and the actions they each require within the project life cycle. Presents a set of indicators of effective CSF implementation developed by the team. Discusses the team's efforts to validate the principles and timing of the CSFs and to determine why some CSFs are less frequently implemented. Shows how the CSFs complement, or can be integrated into the CII Planning for Startup best practice model. Briefly describes five technologies found by the team to add value to CSU efforts. Introduces IR312-2, a two-volume publication that provides guidance on implementing the CSFs, the CSF indicators, and the enabling technologies, and provides case study summaries of CSU failures.
