Foreword

This volume constitutes the Proceedings of the 1998 IEEE-USA Professional Activities Conference, the second annual professional activities conference sponsored by The Institute of Electrical and Electronics Engineers-United States of America. These national meetings are a continuation of the PACE Conferences held annually since 1976 by the Professional Activities Committees for Engineers (PACE) of the former IEEE United States Activities Board.

The theme of the 1998 Professional Activities Conference is "Preparing for the New Millennium." The event is open to all professionals. Our goal is to assist individuals with the development ofleadership, teamwork, negotiating, networking, and other professional skills. IEEE members who attend should develop into more effective PACE leaders and IEEE volunteers and more productive employees.

I welcome you to the conference and encourage you to participate fully. Attend as many sessions as possible. Take advantage of the networking opportunities offered at the sessions and the social activities.

As chair of the 1998 conference, I would like to thank everyone who assisted in planning and presenting the event. No conference can be successful without the collaboration of a dedicated team. My congratulations for a job well done go to all the members of the Operations Committee and its subcommittees. Charles Lessard, chair of several past conferences, provided valuable assistance as my conference co-chair. George McClure, chair of the Program Subcommittee, coordinated all aspects of establishing a great program. Hollis Hart and his GOLD (Graduates of the Last Decade) Subcommittee, ensured the participation of a large number of young professionals and organized two tracks of sessions dedicated to their interests. Glenda McClure did a fantastic job of developing and hosting the Companion Program. Through his leadership, IEEE-USA President John Reinert ensured, as always, that all things would work well. Committee members Mike Andrews, Jean Eason, Robert Gauger, Leann Kostek, Loren Lacy, Robert Powers, Lee Stogner, and Ed Wong also made significant contributions. Administrative support from IEEE-USA staff and IEEE Meeting Planning Services provided the glue that held the operation together.

Please utilize these proceedings as a reference to improve your nontechnical skills and increase your value to your family and your employer. In addition, please share this document with others who have a need for skill improvement.
