The scope of this International Standard is to present requirements when including resolvable persistent identifiers (PID) with references to and citations of language resources in documents as well as in language resources themselves. In this context, examples of language resources include such works as digital dictionaries, language-purposed terminological resources, machine-translation lexicons, annotated multimedia/ multimodal corpora, text corpora that have been annotated with, for example, morpho-syntactic information, and the like, which are created by computational and applied linguists and information specialists. This standard addresses issues of persistence and granularity of references to resources, by first requiring that persistent references be implemented by using a PID framework and further imposing requirements on any PID frameworks used for this purpose. As a first requirement, a PID framework must allow the resolution of resource identifiers to current resource locations, thus enabling permanent access to the referenced resource, provided it is available on-line. But also it should provide for the accessibility and resolution of parts (server-side resolution) and fragments (client-side resolution) that may comprise actual or virtual components of larger resources, such as entries in a lexicographical or terminological resource, individual specifications in a metadata registry, or individual documents from a text corpus. PID frameworks also allow the association of general metadata with the identifier, which can also contain citation information. This standard specifies minimum requirements for effective use of PIDs in language resources and cites the use of several possible existing standards and de-facto standards, such as: ISO 620- 2, APA [3], MLA [9] for citation information, ISO 2100-17, IETF/RFC 5147, Annotea [2], temporal-fragments [20], XPointer [26] for part identifier syntax and PURL [21], ARK [16], Handle System [22], and DOI [14].
