IEC SRD 63301-1:2024, which is a Systems Reference Deliverable, focuses on the management of water systems, in recognition of the fact that security regarding water is of crucial importance to the people, be it natural waters or pipework-based civil water. It is imperative for the city to enhance water security with the general urban social security at stake, which is supported by the use of information and communication technologies (ICT) and electro-technologies; however, technologies alone cannot solve all of the problems without effective coordination and clear orientation. Critical is the market relationship among different stakeholders engaged in the process. It is the market relationship that determines in what condition and in what manner the technologies are applied. In the case of the water issues, the major stakeholders – roughly classified as citizens, the authority (government), and social groups (associations, business groups, utility companies) – all play a big part, while having different interests in establishing complex market relationships. It is of great value to establish architecture models for the water systems based on thorough analysis of the underlying market relationship so as to lay the foundation for more coordinated and oriented technical solutions. Instead of standardizing specific technical aspects regarding water systems, this document focuses on use case collection and analysis to facilitate the definition of requirements and support standardisation work in the area of water systems in smart cities.
