It is applicable to eliquids and concentrates intended for the consumer either with or without nicotine content. The standard specifies the minimum safety and technical requirements for the selection and control of ingredients for e-liquids and flavour concentrates, as well as some ingredient-related risk assessment and product information requirements for the finished e-liquid/flavour concentrate, when the products are to be used in electronic cigarette devices operated and maintained in the manner prescribed by the manufacturer.
