The System Baseline Report provides the Government with a complete listing using a discrete numbering system, including an Expanded Ship Work Breakdown Structure (ESWBS)-based Hierarchical Structure Code (HSC), which contains an arrangement where any part of a system, or equipment can be addressed relative to its next higher assembly.
The System Baseline Report is used to identify the initial configuration baseline and to monitor the contractor's hardware configuration requirements and allows for continuous updating while in new construction status. It further assists in identifying new provisioning requirements and changes to the configuration.
