Unless explicitly provided otherwise, requirements of this chapter do not apply to:

— Ships of war and troopships

— Ships not propelled by mechanical means

— Wooden ships of primitive build

— Pleasure yachts not engaged in trade

— Fishing vessels

— Ships with class notations Crew, Patrol, Yacht, Landing Craft or Light Craft.

The requirements in this chapter apply to High Speed and Light Craft intended for the transport of passengers or cargo.
