The standard covers the tasks performed by a remote control centre operator (RCCO) in a remote control centre (RCC) for the monitoring and control of autonomous, remotely operated and remotely supported vessels and , identifies a base set of competencies. The standard aims to provide guidance for establishing a competence foundation, to be supplemented by e.g. operational/supplier manuals and system specific details.

With digital and remote solutions available, tasks may be performed where it is most effective to perform them - this may be on board or ashore and tasks and functions may be moved either or both ways. Also, the scope of monitoring, control and support for a vessel may vary. The physical RCC may therefore take the form of a comprehensive control room but may also consist only of a limited set-up, where defined information is displayed for vessel sub-systems, based on which the RCCO supports a crew on board. An RCC may monitor/support/control more than one vessel.

The competencies listed in this standard will be amended frequently to accommodate new competencies evolving together with technological and organizational changes to the operation of autonomous, remotely operated and remotely supported ships.
