"Standard" when used in Part 1 shall be understood as referring only to Part 1 of this standard. This standard gives requirements to crew manning offices.

The standard is aimed at ensuring safety against hazards to the ship, personnel, passengers and cargo, and against hazard to the environment as a consequence of sea transport.

This standard does not seek in any way to define or embrace detailed regulatory requirements. Crew manning offices are to comply with international and national requirements and with what is considered to be good practice.

The crew manning office may include quality objectives additional to those covered by the scope of this standard. The certification services may then be extended to verify that the arrangements needed for the achievement of such objectives are implemented and maintained.
