These Regulations apply to freight containers and their built-in or built-on refrigerating, heating, filling, emptying, and safety equipment.

These Regulations also apply correspondingly to other freight containers, such as swap bodies and special containers for use on offshore installations.

Containers within the scope of these regulations are freight containers that can be used repeatedly and which are

- of open or closed, box- or tank-like or platformbased design,

- of a durable nature and so resistant as to withstand all loads to be expected during transportation,

- provided with equipment permitting their easy handling, in particular during their transfer from one means of transportation to another.

These Regulations refer both to the building and testing of new containers and to the testing of used containers and their repair.

Containers that do not fully correspond to the definition given in 1.2 or which are subject to special conditions of use may be tested in general accordance with these Regulations and/or in accordance with an agreed specification.
