As the need for up-to-date roadways, bridges, and tunnels increases so does the construction costs associated with such projects. The need to improve the infrastructure continues to present a growing problem. Roadways, bridges and tunnels continue to fall into disrepair because the ever increasing operating costs continue to minimize the amount of repair that can actually be completed. Roadways are not being built with the emphasis on collecting money directly for the use of the facility.
