This document defines the interface between different instances of civilian ATC Flight Data Processing Systems (FDPS), in support of En-route and Terminal ATC Operations. It explicitly covers the exchange of real time Flight Information and Aeronautical information, and makes a number of assumptions about the provision of other types of information (for example, consistent meteo and aircraft performance information).

This document does not specifically address military to civil, or military to military coordination, although it may be possible to reuse the mechanisms proposed within this document to also support this kind of coordination.

This interface has been defined to ensure a consistent view of the flight data across all FDPSs. It is intended to satisfy current operational needs including the European Commission Regulation (No 1032/2006) relating to notification, coordination and transfer of flights between air traffic control units, as well as to provide the basis for future operational concepts including:

• MTCD across system boundaries.

• The distribution of time constraints from AMAN applications

• Negotiation of route amendments with downstream units.

The scope of the Aeronautical Information is restricted to the information that is required to be kept consistent between the FDPSs in order to support the sharing of consistent flight information. The provision of consistent static Aeronautical information is assumed to be assured by the Airspace Data Repository (ADR) using existing interfaces.

To supplement the ADR interface, this document defines a new interface to support the exchange of dynamic aeronautical information. The interface will be used to exchange real-time dynamic aeronautical information between FDPSs (i.e. Airspace Management Level 3) but is also capable of being used to exchange pre-tactical aeronautical information (i.e. Airspace Management Level level 2) if required.
