PURPOSE.

This order describes the authority, responsibilities, policies, guidelines, procedures, objectives, and legal aspectc of the Federal Aviation Administration's Compliance and Enforcement Program. It is intended to be an aid in the exercise of discretion of the various FAA elements involved. It is recognized that this handbook does not cover every situation, and there will be cases where deviation from the guidance is warranted. It is expected that FAA personnel will use their judgement and experience in each case to carry out the policies of the FAA.
