The content of this manual is presented as guidance material. The approach outlined was developed as an acceptable means, but not the sole means, to implement a CIRP for cabin crew members. Operators should consult specific requirements for the establishment of CIRPs with their State and comply with national regulations and operating rules, where applicable.
PURPOSE
This manual provides guidance related to the development and implementation of a CIRP, specifically for cabin crew members. It presents the general concepts of stressful or critical events, the risk cabin crew face experiencing them and post-critical incident stress symptoms. The manual addresses different aspects that an operator and other stakeholders, including cabin crew associations, should consider when developing and implementing a CIRP focused on cabin crew. It provides guidance on the role of the State in such programmes and recommends content for awareness and training related to CIRP, to promote the use of the programme’s services by cabin crew and ensure the engagement of all relevant stakeholders in the effective implementation of a CIRP.
In addition, the manual provides guidance on voluntary reporting systems to capture issues that may affect operational safety; the link to the operator’s safety management system (SMS); and a culture of trust and well-being to encourage cabin crew members to seek assistance. It also addresses the benefits of implementing a CIRP, for different stakeholders, as well as best practices to build value and trust in the programme.
