The content of this manual is presented as guidance material. The approach outlined was developed as an acceptable means, but not the sole means, to strengthen State safety oversight capabilities in the context of cabin operations. States should consult specific requirements in their national regulations and align them with the content of this manual, to the extent possible.
PURPOSE
This manual provides guidance related to the inclusion of cabin operations aspects within an effective State safety oversight system. The manual addresses the different aspects that a State should consider when establishing and strengthening its safety oversight system, to ensure that it encompasses cabin operations aspects of commercial air transport as part of overarching safety management activities.
The manual provides guidance on the effective implementation of CEs 6 to 8, applied specifically to cabin operations aspects. It addresses operator certification, approvals of documents and cabin crew training programmes, surveillance activities, as well as the resolution of safety issues related to cabin operations. It also addresses the CSI role within the State safety oversight system. In addition, the manual provides guidance on the conduct of inspections, the review and acceptance of safety risk assessments from operators on cabin safety-related issues, as well as the approval and surveillance of cabin crew competency-based training and assessment programmes.
This document should be used in conjunction with other ICAO documents listed in this manual, which emphasize the need for the effective safety oversight of cabin operations within the State. These include the Manual on Civil Aviation Cabin Safety Inspectors (Doc 10134), which provides guidelines on the development of qualifications, responsibilities, tasks, competencies, and training of CSIs; the Cabin Crew Safety Training Manual (Doc 10002), which provides guidance related to cabin crew training requirements found in Annex 6 — Operation of Aircraft, Part I — International Commercial Air Transport — Aeroplanes; and the Guidance on the Preparation of an Operations Manual (Doc 10153), which provides information on the content of an operator’s cabin crew operations manual and cabin crew training manual.
