FOREWORD
Experience has shown that the proficiency of those engaged in aviation is probably the most important single factor in air safety. This is why an attempt has been made to indicate in the specifications of Annex 1minimum levels of proficiency but the specifications have, of necessity, been written in broad and general terms. The result has been that the specifications can be, and are being, interpreted in a great many different ways. It was realized this would occur unless some way could be found of suggesting, in a more detailed form, what level of proficiency was generally thought desirable by States and, by this means, to provide an indication of a reasonable standard of accomplishment, for the granting of each licence or rating, that could serve as a guide and encourage high standards of professional competence.
In its revised format the Training Manual consists of several parts,each of which is subdivided as necessary. Part A, General, contains Part A-1 "General Considerations", and Part A-3, the composite ground subject curriculum for the training of pilots, other flight crew members and other operational personnel. The presentation is a form of master curriculum, including all of the elements common to the training of all of these personnel. The specific curriculum for each discipline lists the elements as a cross reference to the curriculum in Part A-3, thus eliminating much repetition of subject, and each element is graded to give an indication of the required depth of knowledge for that particular discipline.
As shown in Appendix 1, Part B contains details of the various pilot training elements, Part C gives details for flight crew members other than pilots, Part D for licensed personnel other than flight crew members and Part E for unlicensed personnel in aviation. Each is subdivided in accordance with the classification of occupations in aviation.
Training is directed towards obtaining a licence or a rating for the performance of duties, the level of competence for which is defined by the respective part of the Training Manual. Each training course is predicated upon possession of a defined initial level of knowledge and therefore this level on which the curriculum is based is shown as a new item in the Training Manual under "Basic Knowledge". It will be important to ensure that personnel possess the requisite basic level of knowledge prior to commencement of a course of training, i f necessary by arranging prior training up to the desired level.
Appendix 1provides the organization of the new series of the ICAO Training Manual. The intent is to extend the future coverage to include further aviation occupations from these listed in Appendix 2, as required.
