The basic purpose of this manual is to provide regional planning groups (RPGs) with a basis for the development of documents, procedures and programmes to enable the introduction of a 300 m (1 000 ft) VSM above FL 290 within their particular regions in accordance with the criteria and requirements developed by ICAO. More detailed justification and explanation of the various criteria, requirements and methodology outlined in this manual are provided in the report of the RGCSPl6 Meeting (Doc 9536).

This manual also provides:

a) guidance to State aviation authorities on those measures necessary to ensure that the criteria and requirements are met within their area of responsi- bility; and

b) background information for operators to assist them in the development of operating manuals and flight crew procedures.
