Aims and objectives

Safety of passengers, crew, ground personnel and the general public shall be the primary consideration in all matters related to safeguarding against acts of unlawful interference with international civil aviation.

Each Contracting State shall establish a civil aviation security programme.

Note-in application of the above specification, airlines, airport administrations and other bodies may propose additional security measures for incorporation into the civil aviation security programme.
