This circular is intended to facilitate the implementation of Resolution A33-4 of the 33rd Session of the ICAO Assembly: Adoption of national legislation on certain offences committed on board civil aircraft (unruly/disruptive passengers). The material covers three major aspects of the unruly passenger problem: the list of specific offences for inclusion in national law, extension of jurisdiction over such offences, and appropriate legal mechanisms available for addressing them. Resolution A33-4 and the model legislation are included in the circular.
