This circular describes an overarching safety framework intended to contribute to the management of safety in aviation operations and known as TEM. The main objective of introducing the TEM framework to the ATS community in general, and the ATC community in particular, is to enhance aviation safety and efficiency. This is achieved by providing an operationally relevant and highly intuitive framework for understanding and managing system and human performance in operational contexts.
