- Active. The intent is to develop a holistic Digital Resilience Framework. To that end, foundational principles have been developed that will be reflected in the framework, which will guide individuals, organizations, and communities in assessing and crafting a strategy to address the immediate threats of COVID-19 and build long-term resilience in a holistic and integrated manner across society, the economy, and the environment. The framework comprises 25 elements across four interrelated pillars: (1) foundational; (2) human; (3) environmental; and (4) cross-cutting themes. They are essential for strengthening communities and countries against future shocks and crises, and enabling citizens to fully reap the benefits of digital technologies and improve their lives.
