This Standard provides procedural requirements (Section 3) and technical requirements and guidelines (Section 4) to be followed during development of electronic and allied equipment procured for the UK Armed Forces by MoD(PE) . Within the document, the word "shall" has been italicized to indicate a MANDATORY requirement.
The document is intended for use in ensuring the designing in of testability to assessable standards at all stages of system development from the earliest possible onward. To encourage practical use, Section Four of the document contains both design requirements and guidance, grouped on a technological basis in order to provide a single point of reference for each design consideration.
NOTE: There are cases in Section Four where a requirement is conditional on a recommendation, i.e. if the recommendation is followed, an associated mandatory requirement comes into force.
Requirements and guidance are provided to cover all phases of the development of equipment as follows:
(a) The specification by equipment procurement Authorities of testability requirements along with operational, quality and other system requirements in Invitations To Tender (ITT) and other documents issued prior to contract placement.
(b) The development, agreement on and application at appropriate stages of procurement by Authority and supplier, of a Testability Assurance Plan (see 11.1) covering:
(i) The development of a list of Design-for-Testability requirements and guidelines to be followed by equipment developers. This can be the list provided in Section Four, adapted as considered appropriate by the developer and agreed by the Authority.
(ii) The procedures to be employed for the assessment, enhancement, demonstration, formal and informal reviewing of testability as a design characteristic in a similar fashion to Quality.
In particular, the formulation and application of an Assessment Criteria list to match the design requirements and guidelines.
