The requirements are expressed in terms of an assumed bipartite contractual arrangement between the “Acquirer" (the MOD) and a "Supplier" (typically a Defence Industry organisation), during the acquisition of a "Solution". The solution referred to in the requirements may be that covered in a particular contract, or may form part of a larger overall solution, either existing or provided by others.

The generic requirements in Def Stan 00-251 apply where there are people-related considerations arising due to specific contractual functional requirements. More specifically, the requirements:

a) Apply where the solution is to be handled, transported, used, maintained or otherwise supported by MOD Service personnel or MOD Civilian employees;

b) Apply to the acquisition of new, extended, upgraded or updated Defence capability and to any solutions that are proposed or supplied;

c) Apply in conjunction with any Service-specific people-related requirements that may be specified;

d) Can be tailored in accordance with the nature of the acquisition.

The HFPRs (Clause 4), HFURs (Clause 5) and the HFSRs (Clause 6) are to be applied to all UK Defence acquisition contracts, irrespective of project size, project type or duration, which impact human component of capability. However, the way in which the requirements of this standard are incorporated into a contract depends on the specific acquisition context. Consequently, the standard allows for the means and extent by which compliance with the HF requirements are demonstrated to be adapted to the particular needs of the contract, where this is agreed by the contracting parties. Further information on tailoring the HFPRs can be found within Clause 4.4 and tailoring the HFURs in Clause 5. Information on how to down-select and develop project-specific HFSRs can be found within Clauses 6.4 and 6.5.

Purpose

HFI is a systematic process used within UK Defence acquisition that supports the successful integration of people, processes and technology within a capability. The HFI process is mandated for all acquisition projects by JSP 912 (Human Factors Integration for Defence Systems). The purpose of Def Stan 00-251 is to create, when called up within a contract, a contractual relationship between the Acquirer (MOD) and a Supplier (typically Industry). It details what the MOD requires Suppliers to do in respect of HFI, but does not mandate the detail of how it should be done.

Any part of the MOD’s HFI process can be contracted out to a Supplier. Def Stan 00-251 covers two main types of contractual relationship:

a) The MOD engages with an industrial Solution Provider; an organisation or an individual that enters into an agreement with the Acquirer for the supply of a product or service;

b) The MOD engages an organisation that enters into an agreement with the Acquirer to support the conduct of the MOD-side Human Factors activities that would otherwise be the responsibility of the Acquirer.

The intent of Def Stan 00-251 as a whole is to make it easier for the MOD to contract for HFI and remove ambiguity for both the MOD and Suppliers in ensuring that the system design reflects the requirement for HFI. This will support the definition of appropriate Statements of Requirement (SORs)/Statements of Work (SOWs) and the Verification and Validation process.

After this Introduction (Clause 1), Def Stan 00-251 contains the following five clauses:

a) Clause 2 - The HFI Process. Provides an introduction to the overall HFI process in relation to the Concept, Assessment, Demonstration, Manufacture, In-Service and Disposal (CADMID) lifecycle; and the Process Stages and activities;

b) Clause 3 - Contracting for HFI (Process and Actions). Describes the method for the MOD to contract with a Supplier, using Def Stan 00-251 as the contracting document;

c) Clause 4 – Human Factors Process Requirements (HFPRs). Outlines the key requirements associated with each of the HFI Process Stages. The HFPRs define the way in which a Supplier is required to undertake HFI and as such would be captured within a SOR/SOW;

d) Clause 5 - Human Factors User Requirements (HFURs). Provides the HFURs that can be used by the MOD to facilitate the integration of HF within the capability acquisition;

e) Clause 6 - Human Factors System Requirements (HFSRs). Provides the HFSRs that can be used by the MOD to facilitate the integration of HF within the system design and assure the integration of HF from requirements specification through to acceptance;

f) Annexes:

i. Annex A: Contracting for HFI (Supporting Guidance);

ii. Annex B: HFI Domains and the Defence Lines of Development (DLODs);

iii. Annex C: Responsible, Accountable, Consulted, Informed (RACI) process;

iv. Annex D: Budget and Resourcing Considerations.
