Scope and Applicability
This Part of the Standard provides generic information and guidance on the safety management requirements for systems. Any design rules, methods or techniques contained in application specific standards are not directly addressed, except where used for illustrative purposes.
Examples of methods and techniques have been included to aid explanation of the requirements where appropriate. The choice of an example neither implies that it is suitable in a particular instance, nor that other methods and techniques are unsuitable.
Although this Standard primarily relates to "green field" development projects, it may also be applied to projects involving modifications of existing systems or the procurement of NDIs. When considering retrospective application of this Standard, every effort should be made to provide evidence of adherence. In determining the effect of such applications of this Standard, the analysis should be self-contained whenever possible. Guidance on retrospective applications of this Standard is given in annex D.
Design for system safety within a given operational domain is derived from safety analysis applied to the system within that domain. Safety certification of a system will be in the context of the system's application within a declared operating scenario. If the system's application or the operating conditions are changed, it cannot be directly inferred that the system will be tolerably safe for use in the new situation. Any changes to the system, its application or its operational environment must be reviewed for possible impact on safety and appropriate steps must be taken to ensure tolerable safety is maintained.
