It is the policy of the secretary of state for defence that, where reasonably practicable, departmental safety standards and arrangements will be at least as good as those required by statute. The Explosives Storage and Transport Committee (ESTC) will apply this policy to the storage and transport of ammunition and will recommend alternative arrangements of comparable safety if civil statutory requirements are impracticable for security or other reasons. This dictates the need for item-specific assessments at the earliest possible point in the procurement process by the appropriate MOD RPA as specified in JSP 392. The fundamental requirement is for ammunition and packages containing radioactive material to be marked in a way that provides an unambiguous indication of the special nature of their contents.
This standard specifies requirements for marking and labelling, in addition to that specified in JSP 392, and is necessary for reasons of:
Marking of production information.
Safe process handling (various labels showing degrees of contamination are shown to achieve uniformity within MOD particularly for process segregation purposes, however use of them is at the discretion of the RPA).
Store colour coding when an explosive package or store contains radioactive material.
This document is to be read in conjunction with the rules and general information contained in Part 1 and the rules and information applicable to specific types of ammunition and packaging contained in Parts 2 to 20 of this Defence Standard.
The scope of radioactive stores and packages covered by this standard are as stated in JSP 392 and includes; Nuclear reactor and Nuclear Weapons including associated production apparatus; radioactive substances contained in a sealed source; radioactive substances within ono-radioactive articles and; unsealed radioactive substances.
