The purpose of this part of the Standard is to provide certification requirements for the design of new small and medium type aeroplanes for operations in the UK military operating environment. It may also be used for the certification of significant or major changes (modifications) and specialist conversions, for example, transport, light communications, patrol, non-combat training aeroplanes and specialist conversions, e.g., target towing. Foreign military derivatives of civil aeroplanes certificated to civil requirements fall within this category. An acceptance procedure is necessary for such aeroplanes against their proposed military roles, and to determine to what extent certification procedures would be affected by configuration or other changes, e.g., increased operating weights, in the military roles envisaged.
Unless otherwise specified in this Standard, the certification requirements of EASA CS23 (amendment 4) including related AMC, Appendices and Flight Test Guide shall be applied. In addition to the requirements of this Part of Def Stan 00-970, users must also include relevant requirements contained in Part 11 and Part 13.
Military aeroplanes may be derivatives of civil aeroplanes certificated to the civil of BCARs, FARs, JARs or CSs current at the time of design or certification. There are however, certain basic differences in the civil requirements from these sources and the military requirements of Defence Standard 00-970. This Standard has been produced by reference to the CS23 (amendment 4) with additional military requirements (designated ‘UK23’) derived from, or referenced to other parts of the Defence Standard 00-970. It is required that, when the Type Certification Basis is produced for a small or medium aeroplane which is to be certificated against this Standard that all of the requirements contained herein are evaluated for applicability and any additional requirements are included as Military Certification Review Items (MCRI) to reflect the military role, usage or special design features.
Defence Standard 00-970 requirements contain design and airworthiness certification requirements and recommendations for military derivatives including those covering flight testing. The EASA specification (CS23) on which this Part 3 is based is focussed on Civil airworthiness requirements, with appropriate AMC. Care has been taken in the production of this Standard to ensure that the requirements are consistent, any clarification or advice on its application should be sought from the MAA ADS team. Note that where CS23 makes reference to ‘the Agency’, this should be considered to mean the certifying authority.
