Scope and Organisational Background

The material contained within this Part of the Defence Standard provides System Safety and Functional Performance requirements for Recording and Replay systems used for Military Air Traffic Services ashore and afloat and including ATS elements of MOD Contractor Airfield and Range Air Control systems. Currently, this scope does not include Air Defence Systems performing ATS functions, ‘Area' Air Traffic performed utilising NATS systems, or Air Traffic Services performed from Airborne platforms. Refer to Part 1 for information on Regulatory Frameworks for all subsequent Parts.

The Organisational framework currently in place for Military ATS systems, is diverse in scope and spread between disparate authorities, including, but not limited to:

a) Defence Equipment and Support (DE&S). The Programme Delivery Group 3 (PDG3) within the Directorate of Intelligence, Surveillance, Target Acquisition and Reconnaissance (D ISTAR), contains the Air Defence and Air Traffic Systems Delivery Team (ADATS DT) and the Air Command and Control Systems Delivery Team (ACCS DT). Air Traffic Service Systems are currently within the scope of ADATS, whilst this will fall under ACCS in future.

b) The Directorate of Information Systems and Services (D ISS). The Site Coordinating Installation Design Authority (SCIDA) of ISS, helps ensure the Resilience, Integrity, Confidentiality and Availability of MoD Command, Control, Communications, Computing and Intelligence (C4I) systems; including Air Traffic Services Systems.

c) The RAF ATC Safety and Engineering Role Office. This performs an internal Safety and Engineering Quality function for RAF, Army and other ATS Systems.

d) RN Fleet Command Aviation Ops. They are a focal point for internal Safety and Engineering function for RN ATS systems at land-based Naval Air Stations and afloat; with ATC Engineering representation

e) Safety. The Military Aviation Authority, the Land Systems Safety Office, Ship Safety Management Office, and a future Military ATS Equipment Release Authority, along with Operating Authority Duty Holders.

f) Contractorised Equipment provision may already be in place; utilising Contractor procedures. These systems are to be treated in a similar fashion to Military Regulatory processes; with a demonstrable equivalence to Civil Regulatory processes where there is a Civil Regulatory requirement under the Air Navigation Order (ANO).
