This Def Stan provides guidance on the procedures to be adopted for the provision of equipment that may be required to upkeep, by maintenance or overhaul, Surface Ship and Submarine Platform-fitted systems and equipment sponsored by the MOD. This equipment may be required by Ship's Staff (SS), Forward Support Units (FSU), Shore Facilities (SF - which is an installation ashore, e.g. WT station, shore development facility, Defence Munitions Establishment, Training Establishment) or Refitting Contractors (RC).

The range of items is divided for convenience of procedures into 6 subsets:

Ancillary Support Equipment (ASE);

Common User Hand Tools (CUHT);

General Purpose Test and Measuring Equipment Electrical (GPTMEE);

General Purpose Test and Measuring Equipment Mechanical (GPTMEM);

Portable Specialized Support Equipment (PSSE);

Special-to-Type Test Equipment (STTE);

All CUHT, GPTMEE, GPTMEM, STTE items and some items of ASE and PSSE must be provided NATO codified with a NATO Stock Number and NATO item name, together with identification of the item in the records of Codification Data Centres as part of their Introduction to an inventory.

This Def Stan covers procedures required to ensure that ASE, CUHT, GPTMEE, GPTMEM, PSSE, Rationalised Tool System (RATS) and STTE items are correctly evaluated, defined, documented, procured and supplied to an appropriate timescale for new construction Platforms, and also major upgrades at refits including A's&A's and Mods. It also describes allied procedures which are significant to that task.

This Def Stan does not deal with:

integral parts of, or spares for, systems and equipment;

platform-fitted systems and equipment that are provided onboard as facilities for the upkeep of items, e.g. workshop equipment, removal and replacement systems;

RC FMB Plant, Nuclear Steam Raising Plant, fuelling and refuelling facilities;

the specific needs of Line Overhaul Facilities;

Items listed as in Clauses 1.5.(1)-(2), will be given Parts Identification and Spares Allowance documentation in the same manner as other fitted systems and equipment, and not as described in this Def Stan. For workshop machinery equipment, the Parts Identification will identify as part of the complete equipment, all tools and accessories that are supplied with that equipment. These may include cutting tools and items effectively identical to ASE or CUHT for other equipment. For fluid systems, ASE such as blanking and pressure testing items, and associated CUHT, are to be identified with the System Illustrated Parts Catalogue (IPC), or the Miscellaneous Fitting IPC for the Vessel. Reference to the relevant Joint Service Publication (JSP) 509: MOD Catalogue of General Purpose Test and Measuring Equipment (GPTME) is to be made for GPTMEE and GPTMEM. GPTMEE and GPTMEM is to be funded in accordance with JSP 336 - Defence Supply Chain Manual Volume 2, Part 2, Pamphlet 9.
