MODUK DEF STAN 23-015: PART 00 PDF

Def Stan 23-015 currently addresses Land Vehicles that have been identified as requiring certification by setting safety requirements for key risk areas, thus helping to ensure all new or modified Land Vehicles are safe by design. Def Stan 23-015 considers the roles, protection levels and other operational requirements, such as high mobility, of Land Vehicles.

Military Land Vehicles are not within the scope of vehicle Type Approval Regulations and are only subject to The Road Vehicles (Construction and Use) Regulations 2022 as amended, The Road Vehicles Lighting Regulations 2017 as amended, and The Road Vehicles (Authorised Weight) Regulations 2023 as amended.

Land vehicles not fully complying with the relevant sections of the regulations listed in Paragraph 1.2.2 due to operational requirements are classified as a recognised category under Regulation 53, Operational Military Vehicles, in The Road Vehicles (Authorisation of Special Types) (General) Order 2023. As such, land vehicles are exempt from Type Approval Regulations and are in the scope of Land System Certification, following assessment and proportionate compliance in accordance with this standard.

Def Stan 23-015 provides requirements, DCOP (Defence Code of Practice) and guidance for the design of Land Vehicles to meet the Land Certification requirements for UK military operations. The requirements stated herein will be applied by the MOD and are to be applied by the contractor as agreed and defined in the contract.
