This Standard specifies requirements for;

wet-strengthened creped Kraft paper suitable for use as a wrapping paper for panels, tubes, pipes, etc., which have been given surface treatments requiring protection against physical damage.

A creped Kraft paper suitable for use as an anti-bleed primary wrap, e.g. for baled textiles (which are usually then overwrapped with Paper, Creped, Kraft Union, Reinforced, complying with Defence Standard 81-48)
