PREFACE
Background. The successful execution of military operations requires a clearly understood doctrine, and this is especially important when operations are to be conducted by Allied or coalition forces. Although Allied joint publication (AJP)- 3.18 (A) “Allied joint doctrine for explosive ordnance disposal (EOD) support to operations” is intended primarily for use by NATO forces, the doctrine is equally applicable to operations conducted by a coalition of NATO with partners, non- NATO nations and other organisations.
Joint EOD. The ability to counter the explosive ordnance (EO)1 threat in joint operations requires cooperation between nations. EOD support to operations is undertaken by all services and support land, air, maritime and special operations forces components. A common joint approach for EOD support is the most efficient means to address the EO threat, especially when a limited number of EOD forces are available. In this role the synergy of cross-service EOD expertise may be instrumental in contributing to an outcome which may be decisive to the operation or campaign.
Threat. The EO threat is present in all kinds of Allied joint operations, in addition to conventional direct fire and indirect fire threats. The doctrine in this AJP is based on experience and knowledge developed from past and current Allied operations and an analysis of the future modular force support in line with Allied strategy.
Aim. This publication is intended to guide operational commanders and staff. It is to provide Allied joint commanders and staffs with guidance for the assignment of EOD field elements as an operational enabler contributing to freedom of action, force protection (FP) and intelligence requirements, describes the placement of EOD within the joint staff organisation at operational and strategic level and provides staff planning, responsibilities, capabilities, and requirements in support of EOD across the full spectrum of conflicts.
Scope. EOD covers a diverse spectrum of measures and capabilities. This AJP addresses only those capabilities that are deemed fundamental or core EOD considerations; however, all measures within the EOD spectrum should be considered. This AJP provides the basis for taking account of EOD when developing both strategic and operational plans and for an effective implementation of EOD principles through directives and instructions. This doctrine encompasses all EOD capabilities across the Services2. To meet the challenges of the evolving strategic and security environment, AJP-3.18 (A) provides doctrine reflective of existing organisation, capabilities and best practices. It provides the fundamental guidelines by which the military forces or elements thereof guide their actions. It is authoritative but requires judgment in application.
Relationship. EOD activities support a wide range of capabilities; however, a strong relationship exists between EOD and other joint capabilities and functions such as FP and counter-improvised explosive devices (C-IED).

2 The disposal of nuclear weapons is not addressed in this document. However, NATO EOD forces should agree to exchange necessary information within the limits of national security policies in time of emergency.
