SCOPE & APPLICABILITY

This AJP describes the procedures, responsibilities and negotiation required for HNSA between the HN, NATO formations and SN(s). HNSA will always be developed with reference to existing Status of Forces Agreements (SOFA(s)) or other relevant NATO Agreements / Memorandums of Understanding (MOU(s)), should these documents exist. Nations are strongly encouraged to give the NATO Commander visibility of any other extant arrangements that may impact on the multilateral HNSA being negotiated.

The HNS process is an integral part of the logistics function within the Force and Operational Planning Process of NATO. The guidance provided in this document is equally applicable to Article 5 and non-Article 5 scenarios, and addresses the establishment of HNSA for support of exercises and emergencies, crisis management and conflict deployments. Chapter 2 outlines the responsibilities and authorities exercised by the HN, SN and NATO organisations. A good understanding of Chapter 2 is essential, to gain the maximum benefit from the HNS planning process, which is outlined in detail in Chapter 3. Finally Chapter 4 will cover the transition from planning to the practical realities of operational implementation.
