Purpose of the present SRD-6.6.

The present SRD-6.6 contains policies and procedures governing the transportation of DG by NATO Alliance aircraft for logistic transportation. These policies and procedures are based on United Nations’ regulations, but have been adapted to meet military needs.

Notes

1. Annex E answers some questions about those decided adaptations.

2. For transportation of TIFT, refer to SRD-6.7.

3. For transportation by rotary-wing aircraft, specific provisions are detailed in Part 11.

Nations often support each other with spare air transport capacity, according to specific bilateral or multilateral arrangements. National authorities require a strict and accurate evaluation before a clearance is granted to use their own air transport for movement of DG.

Participating Nations will respect each other’s regulations and accept any other Nation’s dangerous cargo providing the consigning Nation’s regulations, including any military variation listed in the present SRD-6.6, have been complied with. This requirement to respect each other’s regulations encompasses flying to, from, through or over other Nation’s territory.

The aim of the present SRD-6.6 is to provide:

- A framework to standardize and facilitate the transport of DG items in a configuration non-compliant with ICAO-TI/IATA DGR;

- An equivalent overall level of safety in transport in the spirit of the ICAO-TI (Part 1, § 1.1.3) or IATA DGR (§ 1.2.6.1).

The latest edition of the present SRD-6.6 is to be used for any airlift of DG.

National authorities.

Any agency identified by the State with authorisation to approve the procedures or waivers listed in the present SRD-6.6 can be called “National Competent Authority” (NCA) or “National Military Competent Authority” (NMCA) depending how it is organised nationally. They are listed in Table 6.D.2. In the present SRD-6.6, NCA is used for the civilian authority and NMCA for the military authority.

NMCA for each Nation are listed in Table 6.D.2 of the present SRD-6.6.

Homologation organisations for each Nation are listed in Table 6.D.3 of the present SRD-6.6.
