The NATO Bi-Strategic Command directive for education and training (Bi-SC 75-2) [5] identifies two aspects (individual, collective) for education and training, subdivided into four discrete areas, see Figure 1-1. These areas are increasingly complex and challenging:
a. Education: the systematic instruction of individuals to enhance their knowledge, skills and competencies
b. Individual Training: the development of skills and knowledge necessary to perform specific duties and tasks
c. Collective Training: procedural drills and practical application of doctrine, plans and procedures to acquire and maintain collective tactical, operational and strategic capabilities to predictable situations
d. Exercises: a military manoeuvre or simulated wartime operation involving planning, preparation and execution
The scope of the RA is Collective Training and Exercises (CTE) using DST environments with integrated national and NATO simulation assets. However, all areas of education and training with distributed simulation can benefit from the architectural concepts defined in the RA.
The RA describes the building blocks and patterns for realizing a DST environment in the NATO CTE context, independent of the application domain (e.g. land, air, maritime). ANNEX B provides the complete list of building blocks identified in the RA. The RA uses the NATO Consultation, Command and Control (C3) Taxonomy [6] to derive architecture types, concepts and capabilities. The RA focus is on M&S related building blocks and only includes or references general building blocks when applicable. Building block descriptions are at an architectural level and cover requirements, standards and agreements.
