a. The specification for Picrite (Nitroguanidine) is not identical in every NATO nation. This situation could lead to difficulties should one nation need to use Picrite (Nitroguanidine) previously received from another nation. It has therefore been considered desirable to agree a common minimum specification whose use would be applicable to deliveries of Picrite (Nitroguanidine) from one NATO nation to another.
b. This agreement is intended for use by the NATO Armed Forces.
