This Recommended Practice provides an overview of key workforce development concepts from both human resources (HR) and laboratory top management perspectives. It illustrates methods for practical application for the metrology laboratory and for the larger organization of which the laboratory might be a part. The objective of this publication is to bridge the gap between traditional human resource organizational requirements and the requirements of metrology laboratories complying with ISO/IEC 17025 General Requirements for the Competence of Testing and Calibration Laboratories. This document also integrates practical approaches to complying with ISO/IEC 17025 requirements to ensure that a laboratory has adequate managerial and technical personnel that are both trained and competent and that the metrology laboratory's training plans consider current and anticipated workload as well as changes in workforce mix.
