PURPOSE AND SCOPE
At times throughout the year National Grid needs access to sources of extra power to balance demand on the UK transmission system. These additional power sources, once known as Standing Reserve but now defined as Short Term Operating Reserve (STOR) need to react quickly when called upon to meet the challenges on the system from any unforeseen or unexpected demand or following the unplanned loss of generation.
A network of contracted independently owned small capacity fast response low voltage standby diesel generators working together to feed surplus power back into the local distributors network provides an excellent way to help meet this demand.
This document defines the technology needed to support the safe synchronisation of National Grid Low Voltage Alternating Current (LVAC) diesel generator assets in this way to allow the export of any running spare generating capacity into the connected Distribution Network Operators (DNO) LVAC network as a way of earning revenue. Its application applies equally for inclusion in full (with the agreement of the scheme sponsor) on all new site builds, on asset replacement schemes (with the agreement of the scheme sponsor) and as far as is reasonably practical, following a technical assessment, as a retrofit option on existing commissioned systems.
In all cases, a robust financial and technical challenge should be undertaken prior to implementation of this technical specification where excessive off-site project infrastructure costs or expensive switchgear or diesel equipment conversion costs must be detailed and understood
