This Company Standard applies to all Functions within Network Rail involved in the management, implementation and compliance of Network Rail Standards, and specifically in the:

• Review, development, authorisation, management and publication of Network Rail Standards; and

• The management of the Non-compliance Authority process.

It also covers Contractors and Suppliers insofar as implementation and compliance with Network Rail Standards is concerned.

This Company Standard also covers the management of Railway Group Standards insofar as Network Rail is concerned.

Purpose

This Company Standard describes the arrangements by which Network Rail shall manage Network Rail Standards in respect of:

• The creation, modification, implementation, compliance and withdrawal of Network Rail Standards (a process referred to as "Standards Change"); and

• The management of the Non-compliance Authority process by which noncompliance with Railway Group Standards and Network Rail Standards shall be managed within the Network Rail.

The document also describes the relationship between Technical Specifications for Interoperability (TSIs), Railway Group Standards and Network Rail Standards.
